Collect Test Materials

Campus testing coordinators must:

❏ Direct the Collection of Materials from Test Administrators

  • Prior to returning materials, test administrators must account for all secure test materials.

  • Test administrators must return all secure materials to the campus coordinator after each test session.

  • Printed versions of the STAAR Test Administrator Manual should be retained and stored for use during other administrations throughout the school year and may be recycled after the last STAAR administration.

  • Other test administrator manuals, as well as test administration instructions, may be recycled after the corresponding test administrations.

Test materials for STAAR include:

  • used and unused student test tickets;

  • used and unused test session IDs;

  • used and unused test booklets, including Spanish, large-print, and braille test booklets;

  • STAAR Paper with Embedded Supports Secure Test Instructions;

  • STAAR Braille Secure Test Instructions;

  • typed or recorded materials and handwritten student responses;

  • any scratch paper, graph paper, and reference materials students have written on; and

  • completed seating charts.

Test materials for STAAR Alternate 2 include:

  • used and unused student test booklets, including large-print test booklets;

  • used and unused image cards;

  • STAAR Alternate 2 Secure Test Instructions;

  • completed STAAR Alternate 2 scoring documents; and

  • photocopies or any other reproduction of secure test materials.

Test materials for TELPAS include:

  • used and unused student test tickets;

  • used and unused test session IDs;

  • used and unused test booklets, including large-print and braille test booklets;

  • TELPAS Braille Secure Test Instructions;

  • typed or recorded materials and handwritten student responses on scratch paper; and

  • completed seating charts.

❏ Direct the Collection of Materials from Raters

  • Before raters return their materials, they must:

    • account for all secure test materials;

    • review the accuracy of any student data or test status information that they have been asked to verify; and

    • ensure that they have completed, signed, and dated the rating document.

  • After collecting materials from raters, the campus coordinator must confirm that the rating documents have been completed and signed.

TELPAS

  • Ensure that raters return:

    • the completed TELPAS Student Rating Roster; and

    • the TELPAS Writing Collection, as applicable.

  • Ensure that principals have signed the rating rosters prior to the final verification of student data.

  • Retain the following documentation locally:

    • completed rating rosters for one year,

    • completed writing collections for two years, and

    • documentation of procedures followed to ensure validity and reliability of the rating process for one year.

TELPAS Alternate

  • Ensure that raters return the TELPAS Alternate Observable Behaviors Inventory.

  • Retain Observable Behaviors Inventory documents in the students’ permanent record files for two years.

Collect Test Security Oaths

Campus coordinators must:

❏ Collect Completed Test Security Oaths from All Campus Personnel Who Participated in the Texas Assessment Program

  • Completed and signed test security oaths must be collected from:

    • test administrators,

    • raters,

    • verifiers,

    • principals,

    • technology staff, and

    • other campus testing personnel.

  • Test administrators and other campus personnel who were authorized to provide special administrations or who were responsible for submitting student information in the Data Entry Interface (DEI) and the Test Information Distribution Engine (TIDE) must have completed specific sections of the test security oath.

  • Certified staff members who were responsible for supervising noncertified staff members must have signed the specific section of the test security oath.

  • Completed test security oaths may be submitted in either an electronic or paper format.

❏ Return Completed Test Security Oaths to District Testing Coordinator

  • Test security oaths from all district personnel who participated in the Texas Assessment Program may be returned to the district testing coordinator or may be stored at the campus level.

  • Campus coordinators must return their completed test security oaths to the district coordinator.

District coordinators must:

❏ Collect Completed Test Security Oaths from All District Personnel Who Participated in the Texas Assessment Program

  • Completed test security oaths may be stored in either an electronic or paper format and must be maintained locally for five years.

  • The superintendent oath must have been submitted in the fall before any state required testing began. A test security oath from the current superintendent, including an acting superintendent or a temporary superintendent, must be on record in TIDE during all state required test administrations. If a new superintendent is hired before all testing is complete for the school year, the new superintendent must complete an Oath of Test Security and Confidentiality in TIDE.

❏ Complete Part II of the Test Security Oath

  • District coordinators must log in to TIDE and complete Part II of the Oath of Test Security and Confidentiality by July 31, 2025, and after all testing has been completed for the school year.
