Students who move during the school year must be provided with opportunities to participate in STAAR, STAAR Alternate 2, the Texas English Language Proficiency Assessment System (TELPAS), and TELPAS Alternate, as appropriate.

Understand District Responsibilities for Students Who Move During the School Year

District and campus testing coordinators must:

❏ Manage Students Who Enroll or Withdraw Outside the Testing Windows

  • For students who have moved from one Texas district to another, the receiving district coordinator should transfer the student to the new district using the Transfer Student task on the Student Information card under More Actions in the Test Information Distribution Engine (TIDE). For students who have moved from one campus to another within the same Texas district, district or campus coordinators should use the Move Student task on the Manage Students page. Refer to the Transfer Students Between Districts topic or the Move a Student Between Campuses topic of the TIDE User Guide for instructions.

  • District coordinators can view reports of students who have transferred into and out of their district on the Student Information card in TIDE.

  • District coordinators can view changes to a student’s enrollment during the current school year in TIDE using the History tab. Refer to the TIDE User Guide for more information.

  • District coordinators must ensure that information in TIDE is accurate and up to date for students who formally withdraw from the district. As required by Texas Administrative Code (TAC) §74.5(c), sending district personnel must ensure that academic achievement records are promptly provided to the receiving campus.

❏ Manage Students Who Enroll or Withdraw During the Testing Windows

STAAR Alternate 2 Responsibilities

The district testing coordinator must ensure that any student who moves from campus to campus within the district on or after the first day of the testing window is provided an opportunity to test.

Sending District and Campus

For all administrations:

  • The Enter Student Information in TIDE page of the Complete Administrations section of these Coordinator Resources should be reviewed for all students who have moved to ensure that student information is up to date.

For online administrations:

  • For students in grade 3 through high school who tested online, district testing personnel must ensure assessments are submitted and testing information has been verified.

For paper administrations:

  • For students in grade 3 through high school who tested on paper, district testing personnel must ensure responses are submitted in the Response Entry system (RE).

  • If a student in grade 3 through high school was able to be tested on paper but district testing personnel were not able to enter the responses in RE before the student enrolled in the receiving district, the district testing coordinators from each district must collaborate to securely share student responses so the responses can be entered in RE.

Receiving District and Campus

For all administrations:

  • Mobile students who move into a district on or after the first day of the testing window include students who:

    • move from one Texas school district to another;

    • are enrolling from a private school, including a home school; or

    • are enrolling from a school outside of Texas.

  • If the receiving district is still administering assessments, testing personnel in the receiving district must administer assessments to mobile students who have not yet tested. The receiving district coordinator must check for any assessments already administered by the sending district to ensure that students are not tested twice.

  • If the receiving district has completed testing on the district selected testing and make-up days, testing personnel in the receiving district are encouraged but not required to administer assessments to mobile students who have not yet tested.

  • The Enter Student Information in TIDE page should be reviewed for all students who have moved to ensure that student information is up to date.

TELPAS Responsibilities

Sending District and Campus

For all administrations:

  • The Enter Student Information in TIDE page should be reviewed for all students who have moved to ensure that student information is up to date.

For online administrations:

  • For students in grades 2–12 who tested online, district testing personnel must ensure assessments are submitted and testing information has been verified.

For paper administrations:

  • For students in grades 2–12 who tested on paper, district testing personnel must ensure responses are submitted in RE.

  • If a student in grades 2–12 was able to be tested on paper but district testing personnel were not able to enter the responses in RE before the student enrolled in the receiving district, the district testing coordinators from each district must collaborate to securely share student responses so the responses can be entered in RE.

For holistic administrations:

  • For students in kindergarten and grade 1 and students in grades 2–12 who were holistically assessed, district testing personnel must assign and upload ratings in TIDE.

  • If a student in kindergarten through grade 12 was able to be holistically rated but district testing personnel were not able to upload ratings in TIDE before the student enrolled in the receiving district, the district testing coordinators from each district must collaborate to securely share holistic ratings so the rating can be uploaded in TIDE.

  • If a student in kindergarten through grade 12 was not able to be holistically rated in all domains, as applicable, the district coordinator from the sending district must enter “E” for extenuating circumstances for the applicable domains that were not holistically rated.

Receiving District and Campus

For all administrations:

  • For students in grades 2–12, receiving district coordinators must check for any assessments already administered by the sending district to ensure that students are not tested twice.

  • The Enter Student Information in TIDE page should be reviewed for all students who have moved to ensure that student information is up to date.

For online and paper administrations:

  • If the receiving district is still administering assessments, testing personnel in the receiving district must administer:

    • online assessments to mobile students who have not yet tested, and

    • paper assessments to eligible mobile students who have not yet tested.

  • If the receiving district has completed testing on the district selected testing and make-up days, testing personnel in the receiving district are encouraged but not required to administer online or paper assessment to mobile students who have not yet tested.

For holistic administrations:

  • District testing personnel in the receiving district are not responsible for holistically rating any students in kindergarten through grade 12.

  • If a student in kindergarten through grade 12 was not able to be holistically rated in any applicable domain AND the sending district was not able to enter “E” for extenuating circumstances for the applicable domain, the district or campus coordinator in the receiving district must enter “E.”

TELPAS Alternate Responsibilities

Sending District and Campus

  • If district testing personnel in the sending district have completed all 40 Observable Behaviors, the rating information must be submitted in RE.

  • If all 40 Observable Behaviors have not been completed, district or campus coordinators in the sending district must enter “E” for extenuating circumstances.

  • The Enter Student Information in TIDE page should be reviewed for all students who have moved to ensure that student information is up to date.

Receiving District and Campus

  • District testing personnel in the receiving district are not responsible for holistically rating students.

  • If all 40 Observable Behaviors have not been submitted in RE and no score code has been entered in TIDE, the district or campus coordinator in the receiving district must enter “E” for extenuating circumstances.

  • The Enter Student Information in TIDE page should be reviewed for all students who have moved to ensure that student information is up to date.

❏ Manage Students Who Temporarily Relocate

It is not necessary to transfer a student who will test at an alternative location, such as a different campus, a different district, or an alternative education setting, to the other location in TIDE. District or campus coordinators should enter the name of the other testing location in the Testing District and Testing Campus fields in TIDE under the Student Demographics panel. For reporting and accountability purposes, the student’s enrolled district and campus will receive the student’s assessment results.
